In a thoughtful reflection upon these issues, I would like you to write a short paper of 5-7 pages critically engaging the issue of Third World urbanization, failed states and the rise of 4GW organizations in the following manner:&lt;br /&gt;&lt;br /&gt;First, using the case studies from Neuwirth's &lt;span style="font-style: italic;"&gt;Shadow Cities&lt;/span&gt;, discuss the rapid urbanization of the Third World, specifically addressing the issues of property/title ownership, demographic shifts (fertility/aging), economic development and community/political life. Be certain to place these case study "shadow cities" within the slum typology provided by Mike Davis.&lt;br /&gt;&lt;br /&gt;Second, explain Fourth Generation Warfare (4GW) - the types of organizational structures involved, how these organizations are funded, the impact of technology on their growth and success. Explain what is meant by failed, failing and "hollow" states (use the Failed States Indicators) and why they provide the political ecology which makes 4GW organizations and activities possible and successful. Be certain to discuss what is meant by "open source" warfare, and why it is a logical development within the larger context of globalization.&lt;br /&gt;&lt;br /&gt;Finally, briefly discuss how "shadow cities" and 4GW organizations and activities are interconnected and how one could say that they are both brought about by the effects of globalization on the Third World.&lt;br /&gt;&lt;br /&gt;To focus your paper, I would like you to draw upon both the Neuwirth and Robb books, as well as the relevant articles on Hamas and HT from the Annual Editions. Lecture notes and course readings MUST be used for a successful paper. Use of sources from outside the course is accepted, but these sources will not substitute for sufficient use of the assigned readings. Please be certain to cite correctly all sources from which you quote or use ideas. A bibliography &amp;/or end-note page does not count towards your 5-7 page limit. Plagiarism will not be tolerated, and will be dealt with according to established University of Kentucky policy. This paper will be worth 20% of your final grade. The paper must be word processed in 12-point type, double-spaced, with one and a quarter-inch (1.25”) left-right margins. Handwritten copies of papers will NOT be accepted! In the July 27th class session, you are required to submit a rough draft of your paper for peer review. Each student will review 2-3 other student’s rough drafts and “sign off on them.” The rough draft of your paper, signed by your peer reviewers, MUST be attached to the final draft of your short paper, due at the beginning of class on July 30th. In a thoughtful reflection upon these issues, I would like you to write a short paper of 5-7 pages critically engaging the issue of Third World economic and political development – its theories, agents, and negative consequences – in the following manner:&lt;br /&gt;&lt;br /&gt;First, discuss and compare the three major theories of development and criticisms leveled against each.  In this section, discuss the ideas of at least one theorist from each school of thought.&lt;br /&gt;&lt;br /&gt;Second, discuss the problem of Third World debt and structural adjustment programs.  How have institutions like the World Bank and the International Monetary Fund contributed to the problem?&lt;br /&gt;&lt;br /&gt;Third, discuss the Modernization and NGO models of political development.  Frame your discussion with questions like: Which model is from a Western perspective, which is from a non-Western approach?  How do their perspectives on Globalization differ?  How do they deal with issues such as freedom?  How do NGOs develop and maintain “civil society?”  How does the Modernization paradigm deal with “civil society?”, etc. Use the examples of HT (Annual #28) and Hamas (Annual #31), and the background information from Annual #25 &amp; 27 in formulating your answer.&lt;br /&gt;&lt;br /&gt;To focus your paper, I would like you to cite at least four different assigned readings.  Lecture notes and course readings must be used for a successful paper.  Use of sources from outside the course is accepted, but these sources may only substitute for one course reading.  Please be certain to cite correctly all sources from which you quote or use ideas.  A bibliography &amp;/or end-note page does not count towards your 5-7 page limit.  Plagiarism will not be tolerated, and will be dealt with according to established University of Kentucky policy. This paper will be worth 20% of your final grade.  The paper must be word processed in 12-point type, double-spaced, with one and a quarter-inch (1.25”) left-right margins. Handwritten copies of papers will NOT be accepted! In the July 13th class session, you are required to submit a rough draft of your paper for peer review. Each student will review 2-3 other student’s rough drafts and “sign off on them.”  The rough draft of your paper, signed by your peer reviewers, MUST be attached to the final draft of your short paper, due at the beginning of class on July 17th.  Short papers NOT accompanied by a peer-reviewed rough draft will not be accepted, unless due to an excused absence. Late papers (final drafts) will be reduced by one letter grade for each day they are late. type='html'>In this first portion of the course, we are grappling with “The Third World” as a useful concept to study a particular “region” of the world, as well as some issues with which this “Third World” has had to contend, such as globalization, nationalism, ethnic and religious conflict, and the lingering specter of colonialism. In a thoughtful reflection upon these issues, I would like you to write a short paper of 5-7 pages critically engaging the issue of colonialism and the Third World in the following manner:&lt;br /&gt;&lt;br /&gt;First, define the Third World and colonialism from the non-Western perspective. Discuss briefly how these two intellectual constructs are necessarily related.&lt;br /&gt;&lt;br /&gt;Second, discuss the effects of colonialism &amp;/or globalization on the Third World in three of the following areas: language, culture, copyright/intellectual property, ethnic identity/conflict, the environment, biocolonization, society, economy/trade, education, agriculture. Why, from a non-Western perspective, are these effects particularly devastating to the people of the Third World?&lt;br /&gt;&lt;br /&gt;Third, define globalization in your own words &amp;amp; assess the notion, implied by Edward Goldsmith, that globalization is actually the continuation of colonialism by other means, a neo-colonialism. A good way to do this might be to briefly outline the history of colonialism, and discuss how the current era of globalization either fits or does not fit with this historical trajectory.  Does a pattern (or patterns) begin to develop (e.g., similarities between the chartered trading companies of the second period of colonialism and the MNCs &amp; TNCs of globalization)?&lt;br /&gt;&lt;br /&gt;To focus your paper, I would like you to cite at least four of the assigned readings. You may substitute an outside source for one of the assigned readings. Be aware, not all of the information for your paper will come from the readings. By necessity, some of it will come from lecture. Please be certain to cite correctly all sources from which you quote or use ideas. A cover sheet, bibliography &amp;amp;/or end-note page does not count towards your 5-7 page limit. Plagiarism will not be tolerated, and will be dealt with according to established University of Kentucky policy. This paper will be worth 20% of your final grade.  The paper must be word processed in 12-point type, double-spaced, with one and a quarter-inch (1.25”) left-right margins. Handwritten copies of rough drafts or papers will NOT be accepted! In the June 29th class session, you are required to submit a rough draft of your paper for peer review.  I will explain at the beginning of class on the 29th how this peer review process will work.  Each student will review 2-3 other student’s rough drafts and “sign off on them.” The rough draft of your paper, signed by the peer reviewers, must be attached to the final draft of your short paper, due the beginning of class July 3rd. We will begin by seeking to understand what is meant by the category, the “Third World.” With the end of the Cold War, does the “Third World” as a category of nations remain relevant? If not, what other categorization would seem to apply? The Developing World? What does such a category imply about the Western-centered model of development employed by such a label and what are the effects of it upon the culture and politics of the “Third World?” The Other World? Does this categorization hold any intellectual water when, as some authors suggest, the elite of the “Third World” have more in common with the élites of the West than they do with the lower economic classes of their own society? What of the “North-South” distinction? Do any of these categorizations apply in this postmodern era of globalization? We will include as part of this discussion an examination of issues faced by the Third/ Other/Developing World, such as colonialism/neo-colonialism, nationalism and the struggle for independence, and the effects of globalization, including what Vandana Shiva has referred to as biopiracy, on politics and culture in these areas of the world.&lt;br /&gt;      We will follow with an exploration of issues in development in the Third World, including a study of theories of development and underdevelopment such as Modernization, Dependency, &amp; World System Theories.  We will also look at the problem of what has come to be known as the Third World Debt Crisis, and the international financial agents involved in this crisis, such as the World Bank and the International Monetary Fund. Hoboken, NJ : John Wiley &amp; Sons.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-weight: bold;"&gt;Course Requirements:&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;GRADES AND EXAMINATIONS:  Your final course grade will be based on four (4) components:&lt;br /&gt;•    Class Participation and Readings Quizzes – 10%&lt;br /&gt;•    Map Quizzes (5) – 10%&lt;br /&gt;•    Short Papers (3) – 20% each&lt;br /&gt;•    Final Exam – 20%&lt;br /&gt;&lt;br /&gt;READING:  All of the reading in this syllabus is REQUIRED.  You should read all of the assigned material before the class period for which it is assigned, be prepared to discuss it in class, and also be prepared to be examined on it even if it is not discussed in class.  Our class time will not be spent simply “going over” the assigned readings.  Rather, the readings will serve as our point of departure for the lectures and class discussion.  Indeed, most lectures will involve information not contained in the readings.  So do the readings for each class on a timely basis!  You have been warned.&lt;br /&gt;&lt;br /&gt;EXAMS: There will be one in-class exam given on the final day (August 2) of the semester. The examination will be a mixture of multiple choice/matching, short answer and short essay. I will provide the examination paper, but you are required to provide your own writing implement. Review questions for the exam, as well as PowerPoints for lectures, may be found on the course blog about a week prior to the exam date. If you need to reschedule the final exam (see http://www.uky.edu/Registrar/finals-spring.htm for acceptable reasons for this), you are required by university regulations to submit your request in writing to me at least two weeks in advance.&lt;br /&gt;&lt;br /&gt;SHORT PAPERS: Writing is not only a way of communicating ideas learned, but also a way of synthesizing those concepts. The short papers are a very important component of the course, designed to help you get more from the course readings and aid in your class participation.  They are intended as a way for the student to assimilate and incorporate the various topics covered throughout this semester.  There will be three (3) 6-8 page papers required for this course.  These papers will each compromise 20% of your grade.  Each paper must be word processed in 12-point type, double-spaced, with one and ¼ inch (1.25”) left-right margins. Handwritten copies of papers will NOT be accepted!  I will write a post on the course blog explaining the topic(s) and guidelines for each short paper about one week before the rough draft of each paper is due.  In the class session before each short paper is due, each student is required to submit a rough draft of their paper for peer review during that session.  Each student will review 2-3 other student’s rough drafts and “sign off on them.”  The rough draft signed by the peer reviewers must be attached to the student’s final draft of the short paper, due the next course session. Therefore, you MUST be at each peer review session to receive credit for your short papers.  Late papers (final drafts) will be reduced by one letter grade for each day (NOT course session) they are late.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="font-weight: bold;"&gt;Course Policies:&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;ATTENDANCE POLICY: Attendance for this course is MANDATORY. Even though I will not be taking attendance per se, I will be giving 18 unannounced readings quizzes during the semester. No make-up quizzes will be given, though you may drop your three lowest scores. Furthermore, I will also be giving 5 map quizzes, the dates for which will be announced during the class session prior to the map quiz. Therefore, if you don’t come to class, your quiz and map quiz grades (20 percent of your final grade) will be significantly and negatively impacted. Furthermore, exams will be heavily based on lecture material in addition to the course readings, issues covered during class discussion and current events. Much of the lecture material will not appear in the course readings, and you are responsible for all information presented in the lectures, videos AND class discussion. Moreover, the lectures will provide important clues as to what things are likely to show up on the examinations. To do well in this course will require regular and engaged attendance. Finally, attendance is required on short paper review days. Absences on these days cannot be made up, and will be reflected in a reduced grade for the relevant short paper assignment.&lt;br /&gt;&lt;br /&gt;CLASSROOM STANDARDS: I expect all students to behave in a professional manner during class time. This means coming to class on-time and being ready to start class at 12:40pm. It is disrespectful to me and to your fellow students to come late and disrupt class, so be on time. I will not tolerate chronic tardiness, and if you arrive to class more than 5 minutes late, you may be asked to turn around and leave. Also, unless you have obtained prior approval from me, you may not leave class early. Furthermore, I do not tolerate rude and disruptive classroom behavior. During class, refrain from talking during the lecture (unless it is to ask me a question!), reading a newspaper, doing crosswords, sudoku or other puzzles/games, sleeping, text messaging or other cellphone use, or listening to your iPod or other .mp3 players. When in class, turn-off your cell phones – silencing will not suffice when many of your phones have a “vibrate” function that could crack a walnut.&lt;br /&gt;&lt;br /&gt;GRADING: The Exam and Short Papers will be graded on a 0-100 point scale.  Grades are determined as follows: A=90-100 points, B=80-89 points, C=70-79 points, D=60-69 points, and E=0-59 points.  This course is not graded on a “curve.”&lt;br /&gt;&lt;br /&gt;DISPUTING EXAM AND SHORT PAPER GRADES: Should you wish to dispute the grading of an exam or your term paper, you may submit a written grievance. Your grievance should identify the question/answer in dispute and provide arguments supporting your position. The appeal must be submitted by stapling your written grievance to your exam grade sheet or term paper and personally giving this to me within one class period following the return of the exam sheet or term paper. I will provide a written response to your grievance within one week of its receipt.&lt;br /&gt;&lt;br /&gt;LATE ASSIGNMENTS: University policy will be followed regarding all make-up exams and writing assignments.
